Resolve "PyPi packaging issues"

requirements.txt: Move installation of ipdb and pytest to separate file requirements_development.txt.

requirements.txt: Zarr, cartopy and dask[complete] cannot be installed via pip but must be installed via mamba (or something else).

pyicon_params.py: Updated paths for . This is now expected to in the home directory (or a link in the home directory).

pyic_view: Slightly improved chunking that is switched off when zarr files are opened since this is a large performance loss.

pyicon_tb.py: Resolved some bugs regarding argument passing from interp_to_rectgrid_xr to native and healpix interpolation.

pyic_view: Allow to load data from larger area than specified lon_reg/lat_reg when using North/South Polar Stereo projection.

pyic_view: Encapsulate default print statements into function to allow for verbosity options later on.

Allow users to set projection with cartopy projection object
