Draft: Add missing subroutines from libgridman

What is the new feature

Make libfortran-support available for libgridman.

How is it implemented

Sync modules with libgridman and add missing subroutines. See https://gitlab.dkrz.de/icon-libraries/libgridman/-/merge_requests/7
