Draft: Get Parcel model to Run

These devs represent a brute-force activity to get the parcel model to run again in the stand-alone specs version.

1. cmake setup was updated
2. all header files in the core part have been deleted
3. data_allocation and some configuration was ported from the COSMO-SPECS interface
4. some function collection in the parcel model were transformed into fortran modules
