Build process for multiple compilers across different machines

Siddhant Tibrewal requested to merge cleanup_build_process into main
  1. Split the deployment scripts into smaller ones
  2. Removed all the git submodules
  3. Building what was previously the git submodules seperately via the build scripts
  4. Yaco dependencies can now be built & extended for seperate machines (largely based on how its done in icon-mpim)
  5. Sorry about this one -> Eccodes updated to 3.39
