* We have neither --with-eccodes-root nor --with-grib_api-root.

Both 'head -n 1' and 'sed 1q' exit after printing the first line, which closes
the pipe and kills the compiler's process leaving it no chance to clean any
temporary files it might have created (e.g. Intel compiler creates 'a.out' when
it is called with additional flags like -I, -L, etc., which is the case when
$CC/$FC is an MPI wrapper.

* When CXX=CC and FC=ftn are used simultaneously on a CCE 8.7 system,
  ftn inherits the output_verbose_link_cmd as postdeps from the C++
  tests and everything goes wrong afterwards even for non-shared
  archives.

* This change reduces the likely-hood of encountering compiler flag
  failures due to bad interactions of libtool and compilers later
  during the build phase.
