* add hierarchie for timer display
* make timer names intuitive
* add timers

- init sct timer when ICON model uses usual timer,
- remove sct report needed from pio_write

* add sct timers for grib2
* change test script to create grib2 format, as monsoon uses grib2 output format
* add sct timers on IO clients
result: running pio_write, sct can give report and program can successfully finish.
