M300433/python interface merge cleanup1

This branch handles the reimplementation of lost changes for the Python interface. It cleans up the cdo.cc and adds new files to declare cdos common options. All CLI-CDO specific options still reside in cdo.cc The new files and the new function that declares the options are added to the cdo-interface.
