Wrap configure script generation

• Add convenience wrapper to avoid confusion about the configure script generation.

Good Idea but I think that that would hide an issue. That libcdi is not properly reconfigured when cdo is reconfigures seems to be a bug. An issue was created for this: https://gitlab.dkrz.de/mpim-sw/cdo/-/issues/14
