restructured treatment of saturation vapor pressure

added a new file to the library to collect the different treatments of saturation vapor pressure in one place.

This structure was chosen to emphasize that all formulae are fits, which have advantages and disadvantages, and thereby to confront users of the modules with this fact and the need (or opportunity) to make a choice.

I think it is nice to define the different implementations of the saturation pressure in a different module! After a brief discussion with Tobi, we would suggest to explicitly name the two default version, i.e. es_liq_default and es_ice_default. The rationale is to clearly state that this refers to default choices and not to further implementations of the vapor pressure.
