Rewrite simulate_iau so it does not need mtime_hl

Sergey Kosukhin requested to merge simulate-iau-no-hl into master

The Fortran high-level interface will be removed soon (see !71 (merged)) but there was a request to keep the simulate_iau.f90 example. Hence, the example needs to be rewritten so it does not use the high-level interface.
