Prepare CI for the release branches

Sergey Kosukhin requested to merge ci-release-branches into master

Since the automatically generated Autotools files are not part of the repository anymore (see !41 (merged)), we will now have release branches, which can be referenced as git submodules in ICON. This MR adds the required scripting and updates the CI description accordingly.
