Adding back support for Z in iso strings (Removing Z breaks many NWP scripts as pointed out by Luis)

Cleaning up Ragel. Removing support for entities not supported. Enforcing certain behaviour. Corresponding comments to follow up in next checkin.

Adding the division routine to the Fortran interface and added testcases for the two additional routines from Florian.

more changes in isCurrentEventActive(.). Edit in comments. Changes to allow polling slower than event delta.

Redesigned isCurrentEventActive() to look neater after several iterative versions broke the code. Enforcing [start-end] trigger with slack functionality. Also, fixed a bug which will cause the triggers to be missed if isCurrentEventActive() is only called exactly on trigger times.
