Draft: Fix standard library linking error

What is the bug

Nvhpc C++ compiler (nvc++) on Levante fails to link the required C++ standard library. See here

How do you fix it

Specify the C++ compiler to GCC c++ instead, which was detected automatically with nvhpc/22.5 but not nvhpc/24.7.

How urgent is the bugfix

• I need it as soon as possible
• I can wait for a couple of days
• None of my current codes is directly affected

Sorry, this is not correct. specifying the LD_LIBRARY_PATH like here is correct.

GPU-related things are fixed in that MR. So, yes, that's the way I found what works.
