Added a new argument to the functions of `mo_lib_loopindices.cpp` to fix a bug... 

Added a new argument to the functions of `mo_lib_loopindices.cpp` to fix a bug regarding startindex (!32)

This made the code to produce bit-identical results for both Fortran and
C++
