Fix docs

I am not sure if this fixes the problem with the docs that @g300046 described in MR !41 (merged). I noticed that the module index isn't created by sphinx. So I tried to fix this.

I've also added docs for the config module and some text on how to install pyslk. On top of that, I took the liberty to rearrange the README a little.
