WIP: Create a designated web config

Martin Bergemann requested to merge use_toml_conifg into web_service_integration

This MR adds more web service configuration into the config/inventory.tmpl file - which can be set by the user. During the deployment process a config file is created wich gets saved into the backend_dir/share/web folder. Admins can later change things there conveniently.

The idea is that this configuration is read by the local.py on the front end part of things. There will be yet another MR for this on the web part. @k204231 @k204225
