Major overhaul of all componentsfor experiment setup

* Changed to handle queue settings and actual script separately
* Added SLURM/thunder support 
* Changed to use Jinja2 for template processing to allow easier integration
* Changed to define sub-jobs via config file (jobs section)
* Changed job naming to an <experiment_id>_<sub_job> scheme
* Added logic to allow assignment of value to two sub-jobs in one section
* Removed control group for global settings (partly moved to jobs, others are now global)
* Changed to interpolate configuration variables at definition time (instead of retrieval time)
