Migrate this plugin into the plugin tempalte

Write plugin wrapper for heat2urbanimpact. Pass input to small dummy code to check the functionality and output.

Additional: We need to add Climpact as a dependency to this plugin and provide a simple functionality on the wrapper to be able to prepare canary testing on this plugin

Steps to close this issue:

• migrate the plugin into the plugin template
• intermediate data preparation: bring the RunDirectory().save_data() functionality from Climpact here.
• Functional and Canary testing

Main goal of this issue is providing the Climpact functionality here and also making a ground for development of statistical method.
