Modify landkreise list

One user from RegiKlim project claims that the two removed regions are belonged to other municipalities.

The "municipalities" that belong to other municipalities are 1. Osterode am Harz (belongs to Göttingen) and 2. Eisenach (belongs to Wartburgkreis). So those are the two that are not part of the 400 municipalities found in the official Deutschlandatlas data.

I don't know exactly about the regions in Germany, but I took it as an authentic fact and submitted the MR.
