add multiple setups for building on breeze workstation: intel,gcc,nag,pgi + new command line option: CONFIG_OPTS

1. cdi.inc is now installed only if cfortran interface was build
2. mo_cdi.mod is now installed into the include-dir if f2003 interface
was build

* use word-boundary
* avoid false types like int_64_t
* adopt the f2003 example for large integer for dates
* add autogenerated mo_cdo.f90

NetCDF dimension IDs do not have to start at 0 and their increment can not be equal to 1! (bug fix).
