Numbering, rewording, and define to do's

New manual section numbering, some sentences rewording, and new TO DO list including prelimar suggestions on making the code "more elegant" :D: (1) use .copy() to create a new dataframe from an existing one, and (2) select a row matching the selected year without involving booleans
