Adding an cookiecutter aatr for choosing the programming language

Since all make commands and linters are currently designed for Python, we need to expand capabilities of plugin-tempalte to handle other programming languages. In this issue, we aim to specifically address support for the R programming language. As we currently do not have an R-based plugin in our repository, we will need to use an existing plugin from another project as an example for integration.

This issue will be updated. To start dealing with this issue, we need to open a milestone first.
