Result-Browser improvements

- Users will get an error message if the react-components are not reachable (also for the data-browser)
- debouncing the fetch-command makes the result-table more stable
- Added a spinner to the head-line making it more visible that the page is loading
- deleted a few properties from the redux-store which has been shifted
to the new result-table previously

- results which do not have one of the predefined
facets are also visible now together with their plugins
(means, that e.g. movieplotter results are now available aswell)
- fixed several issues regarding the regex making the results more accurate

get_user_info used to have inconsistent return types (it either returned a single user or a list of users).
I thought this was a bug and "fixed" it in a previous commit.
Unfortunately, the inconsistent behavior was in use. I created a second function
for the other behavior.
