Enhancing parallelization of ci pipeline.

  • Adding random delay for autosubmit run jobs in ci pipeline should aid in resolving connection issues to the cluster and circumventing the GET_SAMOA job issues.
  • The GET_SAMOA job can now be retried twice if it fails.
