Unifying LMU and KIT parts of the repo.

• Moving license info from spack yaml description to separate file.
  • The repo.yaml file for spack cannot include the license, as it will be ascii decoded.
  • The name of LMU, containing ä, ü, will cause errors.
• common and common-KIT directories are merged for both configuration and template files.
• Cases are slightly simplified for the use of both spack and gnu.
• Readme is updated to reflect latest state of the repo.
