Included a job to remap raw IFS data to the ICON grid

The job PREP_REMAP_IFS2ICON is added as a job to remap raw IFS data to the ICON grid. Further, the DWD ICON TOOLS used for the remapping are built (if requested). This is another step for issue #51 (closed).
