Remove PREPARE_DATE job

Basically, the PREPARE_DATE job's only benefit currently is, to check if the SDATE directory is empty.

• Remove the PREPARE_DATE job
• Remove creation of EXPNAME directory from PREPARE_EXPERIMENT
• Check PREPARE_MEMBER does creation of hierarchy as expected (should to this already)
